The Charter of the Town of Camp Constanza, System Org and Legal subdivision of the State of Firmitatem in accordance with the Town and City Laws section and the Sending Exceptions paragraph.
The Government of Firmitatem offers a subdivision charter to the town of Camp Constanza, consisting of all residents of the eight buildings designated "The Rooms at Camp Constanza."
These laws shall apply to all residents of Camp Constanza, regardless of their location, beginning the seventeenth day of June, 2337. No infractions prior to this date shall be considered in court. This replaces the previous charter, dated June the second.
Section 1: Safety
1-A It is illegal to intentionally kill a person who has not first attacked you with a hostile Skill or weapon, unless that person has an active outlaw tag, or that person has been sentenced to death by due process as outlined below. The default penalty for intentional killing shall be death.
1-B It is illegal to intentionally maim a person who has not first attacked you with a hostile Skill or weapon, unless that person has an active outlaw tag, or that person has been sentenced to that specific form of maiming by due process as outlined below. The default penalty for intentional maiming shall be matching maiming.
1-C It is illegal to force another person to have sex, by physical force or by coercion. The default penalty for rape or sexual coersion shall be six months of exile for first offenders, and death for repeat offenders.
1-D It is illegal to steal, destroy or damage the property of others, whether the victim is an individual, a hunting party, a legal system organization, or a government. The default penalty for intentional theft or destruction of property shall be a three-fold repayment of the lost property, as defined below. The default penalty for intentional property damage shall be a two-fold repayment of the damaged property, as defined below.
1-E It is illegal to intentionally present false evidence against another person or system organization that is a resident or room renting organization in Camp Constanza. It shall be illegal in court or the court of public opinion.
1-E-I The default penalty for presenting false evidence in the court described below shall be the same as the default penalty for the crime regarding which the liar presents false evidence.
1-E-II The default penalty for presenting false evidence to the population of the town at large shall be equivalent damage, to the best of the court's ability to adjudicate. Damage to reputation may be inflicted via public confinement (stocks, etc. as appropriate to the perpetrator's crime and restrainability).
1-E-III The default penalty for presenting false evidence to individuals in ways that incite those individuals to violate other laws in this charter shall be that the liar joins each such violator in their separately adjudicated penalty for the crime incited.
1-F It is illegal to restrain or imprison others, unless that person has an active Outlaw tag, that person has committed a crime against you and you are bringing them to the courthouse, or that person has been sentenced to imprisonment by due process as outlined below. The default penalty for illegal restraint or imprisonment shall be imprisonment for three times the length of the illegal imprisonment. Violation of room-arrest imprisonment may result in restraint, or delivery to higher government authorities for imprisonment.
Section 2: Residence, Districts, and Legal Changes
2-A The geographic area of each district of the town shall consist of one building in The Rooms complex, together with its surrounding land extending out to the perimeter walkway. The geographic area of the town shall consist of the eight districts, plus the land that is bordered on at least two sides by the districts, paved or unpaved.
2-B Each district shall have the right to subdivide as necessary for internal governance. Each district shall provide from one to three council members to the town council, according to the following scheme: a district with at least ten residents gets at least one councilor; a district with at least 24 residents gets at least two councilors, and a district with at least 64 residents gets three councilors.

2-C Town laws may be added by the following procedure: the council shall write the law and vote on it, and if the council passes the law with at least a 60% vote in favor, then the citizens shall vote to ratify the law, requiring a 51% margin. Laws which pass both votes shall become laws of the town. Laws may be repealed by the same procedure. The government of Firmitatem shall review the town laws at the time of the three seasonal trade fairs, and may repeal any unacceptable laws by the usual functions of the government’s interaction with towns, including the requirement of notifying the affected residents.
Section 3: Governance
- A) Council representatives will henceforward be elected on the day after the final day of the announced summer fair each year.
- I) Rooms rented to system orgs shall present a single vote per room per ballot question, according to the org's internal system for making decisions. Anyone presenting a room vote for an organization without consulting the organization as a whole shall be guilty of presenting false evidence and shall be penalized in accordance with subparagraph 1-E-I and 1-E-II above.
- II) Rooms rented to individuals may present a vote for each individual tagged to the room, up to the standard maximum of four tags. Regardless of whether the room is their primary residence, or serves some other purpose, the tagged owner(s) may vote the room. However, no individual may present more than one vote per room on which they are tagged.
III) Districts shall vote sequentially, not simultaneously, in order to allow individuals with votes in more than one district to present all votes to which they are entitled.
- IV) Council representatives may serve up to three consecutive terms. After three terms, they are required to step down.
- V) Council representatives may also step down voluntarily at the end of any one-year term of service, or if they are experiencing health or safety conditions that make it impossible to perform the duties of a council member. Council members who lose an election and do not voluntarily step down in favor of the winning candidates from their building will be considered to have stepped down involuntarily.
- VI) When a council member steps down, voluntarily or due to term limits, they will not be eligible candidates for council again until the amount of time they have been off the council (measured from their most recent stepping-down to their expected date of resumed service, rounded to the nearest quarter-year) is greater than or equal to the length of their last continuous period of service as a council member. (For example, a councilor who steps down due to term limits must wait three years; but a councilor who serves two years and then loses an election can run again two years after the election in which they were required to step down.)
- B) Non-council positions will also be elected on the day after the final day of the announced summer fair each year.
- I) All residents shall be permitted to vote on candidates for a three-position court, which shall judge violations of the laws contained in this charter. The three seats shall be elected separately, and all voters shall be allowed to participate in the vote for each seat, including organization room votes as per subparagraphs 3-A-I and 3-A-II above.
- II) All residents shall be permitted to vote on candidates for a three "alternate judge" positions. Alternate judges may substitute for judges who are sick or otherwise unavailable. If a judge is friends with a person involved in a case, an alternate judge will fill in to make sure the court is unbiased. In the event the main court is overwhelmed with cases, the town council may instruct the alternate judges may form a second three-judge panel, which shall judge violations of the laws contained in this charter in the same way as the primary panel of judges. The three seats shall be elected separately, and all voters shall be allowed to participate in the vote for each seat, including organization room votes as per subparagraph 3-A-I and 3-A-II above.
III) All residents shall be permitted to vote on candidates as described below for an election committee, which shall run the election the following year. Election committee members will work with the Sending Authority, Rangers, and Government of Firmitatem to run the election(s) for their year, in the town and in their district as relevant. The size of the committee shall be one seat for each inhabited building, plus two or three seats for members at large, whichever is required to make the total number of seats and odd number.
- a) The residents of each building shall elect their building's representative to the election committee per subparagraph 3-A-II above. Rooms rented to system orgs shall present a single vote per room, as per subparagraph 3-A-I above.
- b) All town residents shall be permitted to vote on candidates-at-large. This shall consist of a single 1/2/0 style vote covering all seats. The two or three best performing candidates (as appropriate to the number of seats) shall be given the available seats. Rooms rented to system orgs shall present a single vote per room. All vote eligibility shall be determined as per subparagraphs 3-A-1 and 3-A-II above.
- C) In the event an elected position becomes empty more than 3 months before the next expected election, the town or the district that has the empty position may hold an election on or near the next solstice or equinox to fill the empty position.
